Standard Job Description:
• Manages the sourcing and purchasing of machinery, equipment, tools, raw material, packaging materials, parts, services, and/or supplies necessary for operation of an organization.
• Responsible for coordinating subordinate employee recruitment, selection and training, performance assessment, work assignments, salary, and recognition/disciplinary actions.
• Oversees the compiling and analyzing of statistical data to determine feasibility of buying products and to establish price objectives.
• Monitors information to keep informed on price trends and manufacturing processes.
• Insures conferring with suppliers and analyzes suppliers' operations to determine factors that affect prices and determines lowest cost consistent with quality, reliability, and ability to meet required schedules.
• Oversees the review of proposals, negotiates prices, selects or recommends suppliers, analyzes trends, follows up orders placed, verifies delivery, approves payment, and maintains necessary records.
• May direct the preparation of bid packages.
Specific Job Description:
• This is a key player in the Technical Services line of business within the Global Supply Chain Management organization.
• The successful candidate is required to be well versed in subcontractor RFP development and the proposal process, be organized, thorough, and very familiar with company policies and processes, especially the Capture and Business Development process.
• Depending on proposal assignment timing, the individual may be expected to also manage a portfolio of subcontracts within the LOB, based on LOB priorities and time available.
• As a working manager, the candidate must be able to handle the award and administration of multiple subcontracts as required.
• This position requires a high energy individual, who is a self-starter, and is able to prioritize and work under tight proposal deadlines.
• Selected candidate will have leadership responsibility for all GSCM activities for new business to include subcontracting and procurement activity associated with new business opportunities as well as managing the pipeline.
• Individual will work closely with program staff to ensure NDA's, PIA's, purchasing agreements and issues that affect supplier operations are completed on time and compliant.
• Other responsibilities include development/coordination of long and short range procurement/materials logistics strategies to accomplish functional or site objectives associated with a proposal.
• Instrumental in establishing procurement direction and negotiation strategy to ensure the business objectives are achieved.
• Requires frequent use and in depth knowledge of GSCM industry practices, techniques, and standards as they are applied to Government procurements.
• Develops solution to a variety of problems of moderate scope and complexity.
• Refers to company policies and practices as well as Government guidelines for guidance.
• Reports directly to the Program Area Supply Chain Manager.
• Coordinates directly with Deputy Program Manager, Project Managers and Program Operations.
• Represents Lockheed Martin in conjunction with the company's ethical standards and business conduct guidelines.

Required Skills:
• Business Development activities.
• Facilitate information between all capture team members.
• Analyse subcontractor bids for accuracy. Obtain all necessary documentation in preparation for a compliant bid.
• Interacts frequently with senior management and subcontractors.
• Previous supervisory or leadership experience.
• Prior Global Supply Chain Management (GSCM) work experience directly related to purchasing, subcontracts, proposal support, equipment installation, warranty services, and documentation requirements in the industry.
• Must be proficient with Word and Excel and must be able to work in a multi-task, fast-paced environment.
• Proven ability to identify supply chain issues that require immediate intervention, changes or improvements; and recommend courses of action for correction.
• Ability to employ Lean-Six Sigma methodologies for internal and external GSCM activity and performance improvements.

• Detail oriented and excellent analytical skills.
Typical Minimums:
• Appropriate degree from an accredited college, or equivalent experience/combined education, with professional experience and specialized training commensurate with assignment.
