Job Description:
• Developing and deploying the procurement strategy for leveraging and/or technically complex commodities and/or major projects for sites.
• Responsible for executing complex local, regional, and national purchase agreements as well as managing their effective administration.
• Responsible for conducting needs and trends analyses for assigned goods and services, qualifying potential sources, developing detailed requests for proposals, performing both financial and business impact analyses, negotiating terms and conditions, and managing implementation of creative purchasing programs (including gaining consensus from internal clients).
• Ensures accurate definition of requirements, negotiates purchase agreements, establishes and maintains an effective procurement system consistent with company control guidelines.
• Interacts regularly with technically oriented internal and external customers to communicate and/or negotiate complex contract issues.
• Establishes and utilizes a site support network for timely acquisition of site managed materials and services while achieving best overall value.
• Responsible for developing long term valued supplier partnerships while optimizing the supplier base.
• Key liaison with the business/commercial to insure continuity of supply consistent with operations planning and production schedules.
• Accountable for cost savings and avoidances through effective contract negotiation, strategic sourcing process utilization, and contract leakage control.
• Managing efforts with field buyers to ensure high outline agreement usage for contracts in category/commodity assignment.
• Creates company wide alignment on commodity strategies and sourcing plans.
• Manages effective internal client and supplier relationships up to the senior executive level.
• Interacts regularly with numerous technically oriented internal and external customers to communicate and/or negotiate complex contract issues.
• Mentoring/coaching field buyers in technical competencies.
• Identifies and champions new Purchase to Pay process improvements consistent with business and internal control objectives.
• Demonstrates an advanced understanding of SAP.
• Must be able to extract data from SAP and the various purchasing systems.
• Collaborates with other purchasing staff to identify & implement purchasing best practices.
Qualifications:
• BS or BA Undergraduate Degree preferred.
Experience:
• Typically requires minimum of 7 years of experience (minimum of 13 years of experience required in lieu of a degree).
• Meets requirements of core and procurement competencies for level.
• Experience in positions requiring knowledge of materials management, with demonstrated experience in contract development and or contract administration.
• Experience in a manufacturing environment in Technical or Business related positions is preferred.
• Experience in a refining, petrochemicals and/or polymers environment is desirable.
• Environmental experience is strongly preferred.
Administrative Requirements:
• Strong analytical skills and ability to apply them to purchasing decisions to increase value to Enterprise, considering both short and long term objectives.
• High level of skill in all core competencies (communication, initiative, work-planning, problem solving, results orientation, leadership).
• Good presentation skills.
• Must be able to effectively handle many competing priorities and ambiguous situations with limited supervision.
• Experience in positions mastering knowledge of business processes relating to purchasing and materials management.
• Ability to use spreadsheet analysis software applications.
Commercial Requirements:
• Good negotiating skills, good judgement & results orientation.
• Broad commercial experience background preferred in areas such as supply chain, manufacturing, logistics, environmental, engineering and / or marketing.
• Ability to effectively lead and project manage cross functional commercial teams.
• Demonstrated knowledge of industrial and government purchasing regulations (UCC), price analysis, negotiating techniques.
• Experience with e-commerce business solutions as applicable to purchasing applications is desired.
• CPM certification desired.
