Description:
• Plan, organize, manage and control the work of purchasing personnel engaged in negotiating, purchasing, vendor management and supplier quality.
• Prepare instructions regarding purchasing systems and procedures.
• Coordinate with the global SolarWorld purchasing organization to analyze global market and delivery conditions to determine present and future material availability and prepare market analysis reports.
• Collaborate with the global SolarWorld purchasing organization to maximize economies of scale for the total demand of all factories and maintain appropriate communications requirements.
• Systemize process protocol to evaluate vendor quotations that utilizes appropriate negotiation and purchasing techniques to ensure quality, price, delivery, and service.
• Manage supplier quality and drive continuous improvement in the supply chain through purchasing specification execution.
• Maintain and improve procurement reporting systems.
• Recruit and maintain suppliers that provide high quality products and services at a better price while maintaining the highest code of ethics and conduct.
• Prepare and issue purchase orders and change notices.
• Review purchase order claims and contracts for conformance to company policy.
• Prepare and review contracts, NDA’s, bids, proposals, and vendor agreements for legal correctness, price, and acceptability of items to specifications.
• Oversee all activities related to procurement of a commodity, from intent to purchase through delivery of commodity.
• Assign procurement requests to the appropriate personnel.
• Negotiate or supervise the negotiation of complex requests for equipment, supplies, and services from suppliers and subcontractors.
• Plan, obtain support for, and implement material planning systems that will enhance purchasing, inventory and payables productivity.
• Arrange for disposal of surplus materials.
• Other duties as assigned.
Qualifications:
• This position is ideal for a candidate who is enthusiastic about being a "green collar" worker in the solar photovoltaic (PV) industry.
• Successful candidates should demonstrate a desire for personal development, communicate easily, enjoy working in a team environment and be highly flexible.
The successful candidate will possess the following combination of education and experience:
• Bachelor's degree (B.A.) from a four-year college or university or equivalent combination of education and experience.
• Master's degree in Business or related field is highly preferred.
• Advanced functional expertise (e.g., purchasing) in a high-tech manufacturing environment is required, as evidenced by eight (8+) years of related experience.
• Prior experience as in a leadership / management role within purchasing is required.
• Must possess advanced computer skills utilizing Microsoft Office productivity tools (e.g., Excel, Power Point, Word).
• Additional preference for detailed knowledge of ERP systems for reporting, analysis and management of purchasing data and automating purchasing procedures.
• Demonstrated knowledge of "best practice" purchasing procedures, policies.
• Should have experience developing procedures and policies to enhance the effectiveness of the purchasing function in a high-tech environment.
• Prior experience managing purchasing personnel.
• Knowledge of contract law and effective use of legal support (internal and external) to achieve mutually beneficial contracts for high-volume and/or high-dollar supplier contracts.
• Advanced contract negotiation skills are required.
• Demonstrated knowledge of vendor management practices including supplier quality processes and procedures.
• International work experience is not required, but is highly preferred.
• Preference will be given to candidates who have worked with international vendors and within an international company.
• Must possess a valid driver's license and have the ability to obtain a passport for international travel.
• Demonstrated ability in leadership, decision making, problem solving and team building.
• Must be an excellent communicator (both written and verbal), with prior experience working in a team-based environment to achieve business objectives.
